Capital Projects Estimator - 636473

Location: El Paso, TX

Type: Long-Term Contract

Pay Rate: $70–$75/hour DOE (Straight Time; OT, Salary, and Holidays at ST rate)

Per Diem: $140/day (7 days/week)

Mob/Demob: Reimbursed up to $1,000 each way

Job Description

We are seeking an experienced Capital Projects Estimator to support both large and small capital projects at a major facility. This role is ideal for a hands-on, senior-level professional with deep knowledge of estimating practices in refining or chemical manufacturing environments.

Key Responsibilities

Prepare detailed capital cost estimates for lump sum and reimbursable projects.

Break down scopes into discipline-specific work packages to improve estimate accuracy.

Provide mentorship and training to junior engineers on estimating methodologies and best practices.

Act as a liaison with Procurement for bid packages, inquiries, and vendor interactions.

Support ongoing project controls and cost tracking functions across multiple active projects.

Collaborate with project management and engineering to ensure alignment on scope, budget, and execution planning.

Estimate permitting durations and forecast capital spend based on historical and benchmark data.

Requirements

10+ years of estimating experience in the refining or chemical manufacturing industries.

Proficiency with Kbase Estimating Software (or similar platforms).

Strong communication and leadership skills with the ability to guide and mentor less experienced team members.

Proven track record of successfully managing capital estimate processes from initiation through approval.
