I&C / SCADA Engineer

Location: Baltimore, MD

Position Overview

We are seeking an Instrumentation & Controls (I&C) / SCADA Engineer to join our team. This role involves field investigations, analysis, design, programming, inspections, and construction oversight for water and wastewater treatment facilities, manufacturing plants, power plants, and commercial building projects .

Key Responsibilities:

• Develop scopes of work for I&C systems, networks, and related projects .
• Design PLC SCADA networks and network block diagrams .
• Create control panel layouts and design radio telemetry SCADA systems using various technologies (microwave, spread spectrum, licensed MAS, cellular, etc.).
• Edit and develop I&C master specifications while also creating project-specific specifications for unique instrumentation applications.
• Conduct on-site field investigations, construction inspections, and oversight .
• Utilize CM14 and Unifier for cost-loaded schedules, submittals, RFIs, and project correspondence.
• Assist the Marketing Department by providing technical input for proposals and RFQ submittals.
• Prepare bidding documents, including P&IDs, input/output lists, wiring schedules, conduit layouts, instrument installation plans, and loop wiring diagrams .
• Perform field surveys and engineering tasks such as supervising installations, troubleshooting, and coordinating with construction managers and contractors .
• Develop cost estimates covering labor, materials, installation, and overhead , while coordinating with vendors for specifications and pricing.
• Design and implement control logic and control strategies based on sequence of operations.
• Develop graphical human-machine interfaces (HMI) for control systems.
• Lead projects requiring creative problem-solving and innovative approaches .
• Plan and develop engineering solutions for complex and high-impact projects .
• Occasional travel may be required .

Qualifications:

Education & Certifications:

• Bachelor's degree in Engineering (Electrical or Controls).
• PE license preferred .
• Confined Space Training & OSHA 30 certification required .

Experience & Skills:

• 10+ years of relevant experience, with at least 5 years in water/wastewater projects.
• Proven experience in writing proposals and cost estimating .
• Proficiency in CM14 and Unifier .
• Strong project management and client relationship skills.
• Excellent oral and written communication skills.
• Ability to work independently and collaboratively within a team environment.
• Hands-on expertise with Emerson, Wonderware Ovation, Allen-Bradley, Rockwell .
• Proficiency in PLC programming and control software .
• Ability to read and create blueprints .
• Strong problem-solving skills and the ability to develop innovative solutions for technical challenges .
• Familiarity with CAD, Microsoft Office Suite (Word, Excel, PowerPoint, etc.), and database applications .
• Experience in leading, mentoring, and training junior engineers .
• Ability to manage multiple projects efficiently while meeting deadlines .
• Comfortable working in a fast-paced, collaborative environment spanning multiple office locations.
