GC - PROJECT MANAGER & SUPERINTENDENT – FEDERAL/DOD/USACE/NAVFAC/VAMC CONSTRUCTION – COLUMBIA, SC

Delta Construction Partners is a national executive search firm for the nation’s premier construction management professionals within the general contracting, electrical, and mechanical contracting sectors. Delta has been retained by a confidential client to conduct a search for two key roles on a Federal/DOD/USACE/VAMC construction project in Columbia, SC :

POSITION 1: CONSTRUCTION PROJECT MANAGER

Willing to travel to future projects

Project Manager Compensation & Benefits

  • Annual base salary: $130,000.00
  • Total compensation including benefits, bonuses, retirement, vehicle, per diem, lodging, and PTO far exceeds base salary

Project Manager Duties & Responsibilities

  • Manage multi-million-dollar federal and/or medical facility construction projects
  • Ensure project owner satisfaction and financial performance
  • Collaborate on project-specific safety plan
  • Main contact for Owner, Engineer, and Architect
  • Oversee preconstruction deliverables and subcontractor prequalification
  • Analyze bids and oversee buy-out
  • Prepare scopes of work and contracts
  • Create staging, logistics, and phasing plans
  • Lead subcontractor coordination
  • Manage permits, jobsite mobilization, and startup meetings
  • Administer subcontracts and purchase orders
  • Develop and maintain the overall project schedule (Primavera P6 preferred)
  • Coordinate RFIs, RFPs, and change orders
  • Lead implementation of quality control plan
  • Expedite materials and submittals
  • Oversee project financials, invoicing, and collections
  • Run OAC meetings and update project management software
  • Manage job closeout procedures and mentor junior staff

Project Manager Qualifications

  • Bachelor’s degree in construction or engineering required
  • Minimum 5 years of experience in project management or assistant PM roles
  • Experience managing $30M+ federal construction projects (VAMC/PLA preferred)
  • Proficient in procurement, scheduling, and project financials
  • Strong oral, written, and organizational skills
  • Willing to travel and/or relocate as needed

POSITION 2: CONSTRUCTION SUPERINTENDENT

Superintendent Compensation & Benefits

  • Annual base salary: $95,000.00
  • Total compensation including benefits, bonuses, retirement, allowances far exceeds base salary

Superintendent Duties & Responsibilities

  • Supervise field construction to ensure timely, budget-conscious, and high-quality project delivery
  • Enforce Quality Control Program per project specifications
  • Plan, inspect, and supervise site activities
  • Coordinate with Project Manager on budget, buyout, and schedule
  • Assist in developing and enforcing short interval schedules
  • Understand and monitor all scopes, specs, and drawings
  • Maintain full-time presence on site and document daily reports
  • Conduct weekly "Tool Box" safety meetings and ensure full safety compliance
  • Manage trade/vendor/client coordination, quality control, and schedule performance
  • Provide troubleshooting, conflict resolution, and ensure milestone achievement
  • Must have active EM-385 and OSHA 30 certification

Superintendent Qualifications

  • 5+ years’ experience on federal construction projects
  • Proficient in QC and Safety Plan execution
  • Strong understanding of construction budgeting and equipment safety
  • Experienced with vertical building construction
  • Effective leader with excellent time management and communication skills
  • Team player who ensures top-tier results
  • USACE CQM Certification preferred
  • OSHA 30 required, EM385-1-1 preferred
  • Proficient in Microsoft Office
